White Beach Civil Solutions Pty Ltd have for the past 3 years been undergoing all the
requirements to achieve a Level 2 Licence to be able to be compliant and also be able to
provide Blue Metal Products for our customers and the Tasman Peninsula for road surfacing
and residential needs.
We have always supplied “Tassie Gold Products” but we now will be able to supply Blue
Metal as well and call it “Tassie Blue”.

What this means for our area:

The business hours will be 7.30am to 4.30pm, for the quarry to avoid large truck
movements on Noyes Rd, but our Civil Business will be 7.15am to 4.30pm, so we can be on
site for our customers.

Noise:

We are aware that we make noise and that this noise was travelling down the Power Line
Corridor to our closest neighbours. We have worked hard with the Environment Protection
Authority (EPA) and our Noise Consultant to limit this noise.

What we have done to mitigate this noise:

  • We have built surrounds around the crusher engines.
  • We have insulated our old crusher.
  • We have made huge noise mounds to stop the noise from travelling.
  • We have put in a Noise Logger close to the nearest residents.
  • Will be crushing in favourable weather conditions as well to help mitigate the noise

travelling.

Tassie Blue:

To make blue metal, we will need to blast perhaps once a year or every 2 years.
Then process it which will take about 2 weeks, using a contractor who will bring in their own
crusher and they will crush it all in one go. This then, will be available to our customers in
various sizes. This is all planned for 2026.

Extra information regarding the processing of Tassie blue metal:

  • It has been proven that blasting doesn’t worry or harm the local sea eagles but as a precautionary measure we will be blasting outside of the eagle breeding season (July to January). 


  • Before we blast, we will notify every resident in a 1km diameter from the Quarry.

We will be contacting these residents either by: letter drop, text message, on our face book
page, in the Local Gazette and any preferred method given to the quarry.

  • Blasting will be done by a Blasting Specialist with a plan that will have been approved by the

EPA and be monitored.

  • To comply with all the conditions required, we have had to stop crushing from July to October.


This has significantly impacted our stock at the Quarry but we have now been ticked off to rebuild our stock again & are working hard to get this done ASAP for our customers.

Noise and Vibration Management Plan

1. Introduction
This noise and vibration management plan (NVMP) has been prepared for the White Beach Quarry, operated by
White Beach Civil Solutions Pty. Ltd. at Noyes Road, White Beach, Tasmania. It has been prepared to address
Condition N6 of PCE 1115 issued 22/01/25, as well as additional requirements contained in the Noise and Vibration
Management Plan Guidelines, dated 04/05/2025.
Approval of the permitted maximum annual production increase (from 5,000m3

to 30,000m3
) for the quarry will not
lead to an increase in the intensity of noise emissions. The additional production will be achieved by working
additional time within the already approved operating hours of the quarry, using the same equipment and techniques
that have previously been employed for many years, with the exception that approval has been granted for blasting
to be carried out on the dolerite deposit, which will be required once or twice a year, subject to demand.
The permitted operating hours remain as 7am to 7pm Monday to Friday and 8am to 4pm Saturdays. Operation is
not permitted on Sundays or public holidays. Previously the quarry did not operate every day. While the number of
operating days will increase, operation every day will continue to not be required. Heavy vehicle access to and
from the quarry is restricted to between 7:30 am and 4pm on weekdays and 8am to 4pm on Saturdays
For further background, this plan should be read in conjunction with the noise assessment1 prepared for the EER,
although it should be noted that the noise assessment does not formally form part of the NVMP.
The location of the quarry, along with the location of the noise sources and the nearest sensitive receivers (which
are all residences) is shown in Figure 1 below. The quarry layout is shown in Figure 2 below, which is a map
produced by Mineral Resources Tasmania’s (MRT) from drone imagery flown on 11/09/2025.
Objective
The objective of this noise management plan is to minimise and manage noise and vibration emissions to the
maximum extent practicable, thereby ensuring that noise emissions from the quarry meet the daytime limit of
Leq,10min 45 dB(A) at all existing residences, as per the requirements of permit condition N2-1.
Ground Vibration
The nearest sensitive receivers are far enough away from the quarry, that they are not affected by ground vibration
generated by plant and equipment. Matters relating to management of ground vibration due to blasting are covered
in the Blasting Management Plan.

2. Noise Sources
Noise sources operating onsite are as described in the noise assessment report. They are summarised below:
• Main Crusher Installation and Stockpile Area
o Permanently install, diesel powered, jaw crusher and vibrating screen assembly and associated electric
powered conveyors. This equipment processes rock extracted at the nearby Noyes Road Quarry.
o Hyundai HL757-7A Wheel Loader (or equivalent)
o Road Trucks
• Main Dolerite Deposit (operated for short campaigns of a few weeks duration, once or twice a year)
o Drill Rig
o Diesel powered Mobile Crusher
o Komatsu PC200 Excavator (or equivalent) with used for rock breaking, ripping, feeding the crusher and
truck loading as required.
o Road Trucks
• Weathered Dolerite Deposit (operated for short campaigns of a few weeks duration, once or twice a year)
o Komatsu PC200 Excavator (or equivalent) used for rock breaking, ripping and truck loading as required.
o Road Trucks
Note that the main crusher is not operated at the same time as drilling or mobile crusher operation on the main
dolerite deposit. This results in four distinct operational noise scenarios:
• Main Crusher Operation
• Main Dolerite Deposit – Drilling
• Main Dolerite Deposit – Crushing
• Weathered Dolerite Deposit – Ripping
All operations are conducted during the quarry’s permitted operating hours, as listed above. The duration of
operations varies subject to demand for each product. The level of noise emissions from the quarry, predicted at
nearby residences by modelling undertaken as part of the noise assessment, is shown in Table 3, below. Table 4
below, lists the sound power levels used in the modelling. The predicted levels include corrections for low frequency
and tonality characteristics that have been calculated for each individual receiver. All noise sources contain tonality
and low frequency components to some extent. The magnitude of these characteristics varies widely with distance,
as lower frequencies are preferentially attenuated by distance, as compared to higher frequencies. Tonality
corrections predicted by the modelling, vary between 0 and 4.6 dB(A) between receivers. No significant
impulsiveness at the distance of the nearest residences was predicted. Further detail may be found in the noise
assessment report.
3. Sensitive Receivers
The most noise exposed sensitive receivers to the quarry are residences on Skeggs Avenue, White Beach, as
indicated in Figure 1 below. The nearest is 35 Skeggs Avenue, which is about 350m from the crusher. There is
some undeveloped land, zoned Rural Living and Low Density Residential that is closer to the quarry, but this land
is within the attenuation zone relating to the quarry’s pre-existing Level 1 permit and remains in the attenuation
zone for the new Level 2 permit. This land cannot be subdivided or have sensitive uses built on it, without the
proponent demonstrating in a development application, that there will be no adverse impact on the amenity of the
new residences, due to noise and other emissions from the quarry.

4. General Noise Mitigation Measures
The following general noise mitigation measures are in place:

5. Additional Noise Mitigation Measures
The noise assessment concluded that the predicted noise emissions from the quarry would meet the noise level
limits of the quarry code. The following additional mitigation measures were proposed to further reduce equipment
noise emissions from quarrying operations, to provide additional “safety margin” to guard against the possibility of
greater than expected noise emissions occurring. Condition N6(2) requires these mitigation measures to be
included in the NVMP.

Notes of Noise Mounds
• Accurate locations of the noise mounds are as indicated in Figure 2 which is a map produced by MRT from
drone imagery, flown on 11/09/2025.
• The as-built sizes and locations of the noise mounds are generally consistent with the sizes and locations of
the noise mounds described in the Preliminary NVMP, however some adjustments were required, in order to
accommodate actual, on the ground conditions, encountered during construction. It is not expected that these
changes will result in a significant difference to the noise reduction capacity of the bunds, or adversely impact
on the ability of the operation to meet the noise limits. The results of updated noise modelling, reflecting these
changes are provided in Table 3, below as requested by the EPA. It should be further noted that the noise
modelling indicates that compliance with Condition N2(1) is likely to be achieved, even if the noise mounds
were not present at all. In any case further verification of compliance with the noise limits will be demonstrated,
once crushing recommences, by the real time noise monitoring and the noise survey.

6. Real Time Noise Monitoring
Real time noise monitoring will be carried out as required by the Noise and Vibration Management Plan Guidelines
issued on 07/05/2025. The details of the monitoring will be as follows:
• A “Site Hive” unattended noise logger will be installed onsite for a period of at least 12 months, commencing
on the date that crushing is resumed on site.
• The noise logger will be setup, operated and the results evaluated in accordance with the Tasmanian Noise
Procedures Manual.
• The noise logger will be calibrated in a NATA accredited laboratory, prior to being deployed on site.
• The noise logger will nominally be located at (557836E, 5224772N) which is close to the boundary of 35 Skeggs
Avenue, the closest residence to the crusher and representative of the most noise exposed residences to the
quarry operation, as shown in Figure 1 below.
• The noise logger will continuously transmit data to “the cloud”.
• The noise logger will be programmed to generate an alert and record an audio sample, if the Leq,10min measured
by the logger exceeds 35 dB(A) between the hours of 7am and 7pm. Note that 35 dB(A) will be exceeded
frequently. Further steps will be required to identify whether or not the noise causing the exceedance originates
from the quarry and whether a valid noise measurement has been made. These include:
o Determine, to the extent that is possible from the audio sample, if the noise originates from the quarry

activity,
o Determine, to the extent that is possible from the audio sample, if the noise level measured is affected
by noise from other sources,
o Determine, on the basis of data from the onsite weather station, if the noise measurement is affected by
excessive rain or wind,
o Calculate corrections for intrusive noise characteristics, as applicable,
o Determine if the corrected noise level is lower than the rating background noise level + 5 dB(A), as per
Condition N2(3) and
o Finally determine if an exceedance of Condition N2(1) has occurred or not.
• The following arrangements will be made regarding regular maintenance and review of the data recorded:
o The logger will be recalibrated in accordance with Site Hive’s recommendations, which is once every two
years.
o Quarry staff will make a visual condition check of the noise logger, at least once a month.
o The cloud service will send a notification to the quarry operator, if an operating fault is detected with the
logger. Any fault that arises will be rectified as soon as practicably possible.
o Data from the noise logger will be downloaded and reviewed to determine if an exceedance of Condition
N2(1), has occurred on the following schedule:
▪ Once a week for four weeks after recommencement of crushing,
▪ Once a fortnight for the second month of operation,
▪ Once a month for the third, fourth and fifth month of operation,
▪ If during the third, fourth and fifth months, no exceedances of Condition N2(1) are detected or
if all exceedances have been addressed to the EPA’s satisfaction, the frequency of review will
be reduced to once every three months.
▪ Within 48 hours of receiving a noise complaint or being notified of a noise complaint by the EPA.
o A report on each review will be provided to the EPA, within seven days of completing the review.
o When an exceedance of Condition N2(1) is identified, the exceedance will be notified to the EPA, within
24 hours of detection and a report will be provided to the EPA within 7 days of notifying the EPA of the
exceedance.
o Reports will contain:

▪ time and date of any exceedances,
▪ weather conditions,
▪ a summary of the investigations undertaken and outcomes of the investigation,
▪ the manner in which the exceedance was resolved including any mitigation measures
implemented and
▪ any recommendations following the investigation to minimise and prevent the exceedance
of noise emission limits in the future.

• A Rrating background noise level of 33.4 dB(A) has been will be established from unattended noise logging
data, collected while the crusher was not operating in August and September 2025, kindly provided by the
EPA.
Notes on the Number of Loggers
The EPA has requested that a second logger be installed close to the crusher, however this is not recommended.
In a short term noise survey, a second noise logger, located close to the noise source is very useful for verifying
that the noise source is operating at the expected noise level while short, attended noise measurements are made
at other locations. This guards against the possibility that the noise source may have stopped or is running at
reduced power, resulting in the attended noise measurements not being representative of the operation, and
therefore not being a reliable measure of long-term compliance. In the case of real time noise monitoring, long term
compliance is not being inferred from a short-term noise measurement. Compliance is being determined by
monitoring all noise emissions from the activity. It is not necessary to know what the level of noise is at the crusher.
If the real time noise logger measures a noise level exceeding Condition N2(1), that can be attributed to the
quarrying activity by review of the accompanying audio sample, non-compliance has been established, irrespective

of what the noise level measured at crusher might be. Operating a second noise logger at the crusher, is not
necessary for the purpose of monitoring compliance and constitutes a significant, unnecessary increase in the cost
of compliance, which the quarry is unable to afford.
It has been suggested that the second logger could be useful in order to assess whether or not a measured
exceedance is linked to the quarry or is triggered by a local extraneous event near the receiver. While there may
be some circumstances where information from the second noise logger would be useful for this purpose, there are
likely to be many circumstances where the quarry is indisputably in operation and extraneous noise occurs near the
receiver, notably wind noise. Information from the second logger would not be useful in evaluating these
exceedances, in which case the audio sampling from the logger at the sensitive receiver would be utilised. If this
approach works for circumstances when the quarry is not in operation, it will also work for circumstances when the
quarry is in operation, so the second logger would be superfluous and therefore an unnecessary additional cost.
7. Unfavourable Winds
The main crusher will not be operated in unfavourable winds (i.e. winds blowing towards Skeggs Avenue). A
weather station has been installed at the quarry site office. The wind speed and direction will be checked prior to
starting the crusher and every 2 hours during the course of crusher operation. The crusher will not be started or will
be shut down if it is already running, if unfavourable winds are observed. Unfavourable wind conditions will be
considered to be:
• Wind Speeds: between 0 to 20 km/h
• Wind Directions: blowing from the South West through to the South East
Records will be kept of the date, time, wind speed and wind direction, when the crusher was shut down due to
unfavourable wind conditions.
8. Change Management, Community Engagement and Communications
• This plan will be reviewed and where required revised:
o 12 months after approval of the NVMP
o If any system or operational changes that may increase the potential for noise emission are to be
implemented,
o If a noise survey concludes that additional noise mitigation measures are required to ensure compliance
with the noise limits,
o Where improvements to the efficient ongoing execution of the plan are identified by the quarry operator,
o In the event of a noise emissions incident or complaint, or
o At the request of the EPA.
• All changes to the plan will be approved by the EPA.
• All staff and contractors will be kept fully informed of noise management procedures and will be required to
implement relevant noise mitigation measures during their site works.
• Nearby residences (located within 1km of the quarry) will be provided with up-to-date contact details for the
site manager (by letter box drop, SMS or email) to allow issues of concern or complaints to be readily
communicated. Contact details are also listed on the White Beach Civil Solutions website;

• The quarry operator will notify nearby residences (by email or SMS) at least 24hours prior to commencement
of drilling or dolerite crushing on site. The notification will include the planned start date and completion date.
Residents will be notified if the planned dates change.
• All complaints will be logged in a complaints register in accordance with permit condition G7.
• All noise complaints will be reported to the EPA within 24 hours, in accordance with condition N7.
• All noise complaints will be investigated, documented and mitigation measures implemented where
appropriate.
• This NVMP will be publicly available on the White Beach Civil Solutions website.

The results of the plan will be reported annually to the EPA, at the same time as reporting for the Annual
Environmental Review, required under Condition G12.

Notes on Noise Modelling
Noise modelling results are presented above for “Worst Case” noise propagation conditions, which occur when a
light breeze, blows from the source to the receiver, and a moderate atmospheric inversion is present. These
conditions typically occur in the early morning, and break down by mid to late morning. “Normally” noise propagation
conditions are not as severe, as that assumed for these results, however there are a wide variety of other wind and
stability conditions, which result in a range of less severe noise propagation conditions. As such there is no single
“Normal” weather conditions scenario that can be modelled. The range of “less severe” noise propagation conditions
will result in predicted noise levels between 2 to 5 dB(A) lower, than those indicated in Table 3 above.
